Who: All passengers and crew members
Where: Submit to U.S. Customs & Border Protection Office
When: At time of arrival

Who: Flight Crew
Where: Submit to local U.S. Customs & Border Protection Office
When: 24 hours prior to departure when ferrying U.S. registered aircraft to foreign country

Who: Flight Crew must complete prior to arrival for 121 & 135 operators
Where: Submit to U.S. Customs on-line
When: 60 minutes prior to departure
